My 7th grade clarinetist is going to Solo and Ensemble contest next Saturday. I have been working on a three octave F major scale and have suggested he do it if asked. I believe they could do a one octave scale and not be criticized.
Is this acceptable?

Depends on the rules of the contest. One organization I belong to and send students to specifies that students should play the number of octaves listed in the requirements and no more. Another organization for which I've also had students audition says nothing in its rules about this.
Check with an official - preferably the president - of the organization that's running the contest. Ordinarily, at worst the extra octaves might be ignored for scoring purposes. But the danger is that if the student plays more than asked and doesn't do it well, it can have a negative impact on the judges' impressions. If everyone is doing (permitted by the rules to do) as much as they are able to do, then he may well be competing against other kids who play 3 octave scales and he will need to match that to be competitive with them.

For me, I like to be practical about student audition requirements. There is more than enough "stuff" they have to spit out (for their given level), so if the requirement is only two octaves it makes sense to keep everything two octaves even if you CAN do more just to keep it simple.
I think judges would be more impressed with clean, accurate, and (dare I say) more musically presented scales.
