It's an old simple (non-Boehm) system keyed flute. Quite a few of these show up on eBay. My first eBay purchase was similar to this flute.

It's a rather atypical pre-Boehm flute. Unlike most, it appears to have a cylindrical bore (rather than reverse-conical), and it goes down to low C.
The head joint (which is almost certainly ivory) is very badly cracked, with the crack going through the embouchure hole. This is not repairable. I'd leave it alone, unless you want it just for display.

I wasn't interesting in buying it, I was just wondering what the heck it was! I was browsing the clarinets on eBay and it was listed in the clarinet section. It certainly didn't look like any clarinet I have ever seen

A lot of the people selling instruments have little knowledge of what they are selling. Flutes, oboes, and clarinets are frequently mis-identified.
