From what I know, European orchestras tend to have a few principles (I may be wrong here but I know the Berlin phil has 2 principles: Wenzel Fuchs and Andreas Ottensamer)

According to Dafgard, the concerto is published by Gehrmans. I do not find it in their online catalog so it may not be available yet. The performance was broadcast last May on Swedish radio. It shows up in their archive but, when I try to play it, I get a message that is probably telling me the music is no longer available (oh, if John Candy were only still around to translate).
Dafgard has performances of a number of his works on his website. Perhaps he will eventually and the concerto to the list. In the meantime, you can hear a complete performance of his clarinet quintet "Whims and Wizardry," probably performed by Sebastian Manz here:

Andreas worked in concertgebauw for 2 years, but descided to move back to Sweden with his wife and kid. He is now in the Swedish Radio Symphony Orchestra.
I think the swedish radio recording is only avaliable to people in sweden, but I will contact Andreas and ask if the recording is to be found elsewere. (Or you could just use a proxyserver, if there is one for sweden.)
