Does anybody know anything about A clarinets made by L. Hamel in Paris? A local music store is selling one for $450 and it's stamped 1021 on the top of the bottom joint. It's wooden and has been refurbished. Google searches yield nothing. It has a very nice tone. Thank you!

If it has a nice tone and plays in tune buy it. It shouldn't matter what a third party has to say about it- unless you are just curious.

Check the intonation first. Bring an electronic tuner and have someone else watch it while you play slow scales, octaves, twelfths, arpeggios, etc.
A clarinet that plays out of tune is worthless, no matter how nice the tone is.
$450 is a high price for a no-name clarinet (probably a stencil).
