I have recently purchased a Vandoren M30 13 series mouthpiece and a Vandoren Optimum ligature. Together with a stock barrel, is this a good setup for a Bb Leblanc LL? I'll be starting college soon and I would like the best possible setup before I begin my studies.

It's probably a decent setup but it really depends more on your physiology and playing style than it does the model of your clarinet. I've found my Leblanc LL to be pretty mouthpiece friendly.

There's no harm in using the stock barrel supplied with any clarinet.

Leblanc LL is a wonderful clarinet and indeed very 'mouthpiece friendly'. If you have a stock 66 mm barrel, you may need a 67 with some mouthpieces to play arounf 440-441. This clarinet has a cylindrical bore, so keep this in mind when you purchase any kind of aftermarket barrel.
