To my knowledge there is not an accurate serial number list available for the older Selmer USA clarinets. Based on the best info that is available, http://www.clarinetperfection.com/clsnSelmerUSA.htm , it looks like your clarinet was probably made in the mid-1960's.

I contacted Selmer about the Selmer Signet line years ago -- they basically told me that they do not have records on that line, don't remember why.

As I recall I was looking for the exact differences between the Soloist, the Special, and the 120(?).
