From what I have heard, the sound isn't as big as buffet r13's and it's rather compact. Why is it more expensive and why isnt it used in the US?

While I haven't tried the RC Prestige, I bought a new R-13 Prestige a year ago and find that it can provide more volume than my R-13s, which are sufficiently loud if needed.

It is made to have a more focused , compact sound.
I suggest you visit the Buffet website and look at the specs for the RC Prestige and the RC
Seems some traits of the RC are combined into the RC Prestige....bore, special bell ream I once had an RC with this 'bell'. Swapped it onto my standard R13 and it made no difference in sound/projection.
My R13 has a full , rich sound with nice coloring. Tuning is great and its projection, much commented on.
The RC has stained African Blackwood, While the RCP has natural African blackwood
Compare the RCP to the R13 and often will hear a bigger, more projected sound in the latter.
The difference between these two are that the RCP again has the better wood , polished tone hole, metal tenon caps.
The most significant difference of all models about the R13 is that they have their register keys raised about 3mm , done at the factory.
This corrects the sharpness of the altissimo A< B< C. R13 do not have this feature nor does the R13 Eb.
Another feature of models above the R13 is that they have the LF low Eb key.
Useable? perhaps but some players have removed it.
I was looking to sell my R13 Eb and get a RCP thinking it would be that much better. After speaking with the Buffet home office rep, it was suggested to by the RC or RCP register key , find a tech who does that relocating tone hone work and save $5800.+ tax
Many players who use the older R13's ...Bb/A have had their register keys raised for the aforementioned tuning purposes. I was also informed that the sound difference emanating from the unstained blackwood vs natural blackwood is negligible, if any.
Interesting concept is this raising of the register key. Apparently Yamaha reverse engineered the Buffet and have been using the longer key on their instruments dating back to at least 1995.
My set of 1996 SE Bb/A and 681 Eb (recently sold) have them raised when made. My set of Buffet Vingages Bb/A also have them raised. MY R13 Bb and Eb, do not. The Bb does not need it but the Eb will
As been written in many venues, It is an R13 world out there. Presently, One can find a superb new one, have it gone over by a reputable tech to adjust of key heights, spring tensions, pads and have a wonderful instrument at half the price of the RCP
I've not touched up the concept of blending /sweetness of sound.. Perhaps another can offer thoughts on that aspect

So you are saying that the rc prestige is designed to play better in tune in the altissimo range and that it has a more projection than r13?

yes, from those I've played and comments from others, better in tune in the alt A, B, C. I did not indicate any other notes, alt or otherwise.
more projection? individual perceptions but do not discount the influence of the barrel, mouthpiece and reed (without delving into the human anatomy issues).
As Richard suggested, do a comparison of those you are considering and with as many as possible , totally and within each model.
Only you can make this determination.
Use the search function . There are numerous posts relating to opinions between various Buffet models.
I did just one....rc prestige versus r13.....and read varying opinions
