Be careful on the sizes. Bladder pads are measured with the outside diameter. Cork ones, inside.

An example is the top joint on Buffet E11 and R13's. 10mm for bladder pads, order 9mm if getting cork.

Chances are 9mm pads may not be exactly 9mm but could be under or over by 0.2mm - not a problem if they're under, but if they're too tight to fit in the pad cup, you can sand the diameter of the pads down by mounting them on a specially made disc or a faced off brass rod mounted in a bench motor or lathe chuck (stuck dead central with a tiny amount of superglue and sanded down while it's rotating) and keep checking them with the appropriate pad cup to be sure they're not sanded down too much.

Then trim them off the disc and grind the face flat either on several grades of abrasive paper (400-800-1000) laid on glass or pumice blocks ground flat of various grades (getting progressively smoother with each grinding). Adjust the height by sanding the backs of the pads down with coarse grit abrasive or a file to form a dome so they can be moved around in their pad cups. Always best to use good quality shellac with cork pads when mounting them - either amber or clear. While Buffet and others use hot glue, it remains slightly pliable when cold as opposed to shellac which sets hard like toffee (the hard, brittle toffee as opposed to the chewy one).

But a good cork pad won't be successful if the tonehole bedplace it has to seat against has small imperfections in it, so fill all defects in (superglue will do) and top them all with tonehole toppers (abrasive paper glued to faced off brass rods) so they're completely level.
