Hi everyone. this is for the musicians in small university community bands. my question is, if you are using an instrument own by the university ( in my case, bass cl.) are you expected to pay for the upkeep of the instrument or should the university take care of it. I no longer attend the university.

Are you paying them a rental fee? Even then -- I think you're expected to maintain the instrument.
A student of mine is studying music for her undergrad and has one of the school's basses...she's expected to pay for maintenance.
Just my 2 cents.

When I was coming up, school bands owned the non-portable instruments (piano, tympani) and also the odd, expensive ones (alto, bass and contra clarinets).
You were expected to care for what you played, swabbing and supplying reeds, but not repairs. Nevertheless, if an alto clarinet was unplayable due to bad pads, most people in community bands paid a repair shop to fix them, if only for their own comfort, and knowing that the band was operating on a shoestring. In a college band, I think the school will pay for routine maintenance under a blanket contract.
Instruments get damaged unintentionally, and also by abuse and even vandalism. Usually the organization pays, just as you aren't expected to pay a supermarket for the bottle of ketchup you drop and break. Where the damage is deliberate, parents are often asked to pay, at least when they have enough money.
I advise people to get new, high quality mouthpieces (which of course they will own) for their own comfort.

If you are paying a rental fee, your rental agreement should specify whether you or the university should cover maintenance and repair. If they are allowing you to use the instrument gratis, especially since you are not involved as a student in the university's music program and aren't enrolled at the university at all, you should pick up maintenance and repair costs.
Are you borrowing the instrument from the band or somehow directly from the university? If from the band, just to be sure you should ask whoever on the band's staff is responsible for lending out the instruments. The band may have a general policy about this.
