It looks like a knockoff of the Pyne woven ligature http://www.pyne-clarion.com/Pyne_Clarion/Accessories.html. The Pyne hasn't been discussed recently, but when it came out there were complaints that it moved when you took the mouthpiece off to switch from Bb to A clarinet and that it was not durable.
They don't mention pricing, but string or a shoelace will always cost less.

I had a Pyne String Ligature back in college and it would come off during instrument changes. Pyne's suggested remedy then was to soak it briefly in warm water which would shrink it back to it's original diameter.
It was a great idea for it's time but I agree with Ken, if you want to go with the string ligature, just find some string or shoelace...

Thanks for adding more options to view. In them it should be obvious that there is a "cinching" cord on one side (more like the Vandoren). As for pricing, I had e-mailed a very cordial rep. who indicated that the ligature itself is $30 US dollars plus a $15 shipping charger per item (they accept PayPal).
For those in this market, I good looking (via images of course) product at a reasonable price.

The clarinet ligature from the picture appears to have a single cinch cord while the Vandoren has two which allows more even tightness. Just like shoe laces, the laces furthest away from the knot tend to bind and not tighten, so I would feel that there would be a good chance for uneven pressure with this ligature.
I tried the Vandoren several years ago and liked it very much. Unfortunately the cinch cords frayed and broke after only a couple of months use. I have sent them messages, but have never received a reply.
