i have someone who wants to trade me a Buffet R13 that he has had since 1965. did they even make the R13 back then?

The R13 was introduced at the end of 1954 or the beginning of 1955. The lowest R13 serial number I have found is 48829, but there were a number of prototypes and transitional instruments around that time. If the serial number on the instrument is higher than, say, 50000, you can be sure it's an R13.
On pre-R13 Buffets, the bottom end of the throat Ab key and the side of the throat A key were mounted on the same post. On the R13, there are separate sets of posts (i.e., 4 rather than 3). Also, the pre-R13 key guide for the upper two trill keys was a flat piece of metal bent into a "U" shape and trimmed to a triangular shape. On the R 13, the guide is a cylinder with a slot cut down the middle.
There were many other small changes in the keywork on the R13, but these, and particularly the serial number, should identify what the seller has. If you're still in doubt, ask again.

Also, R13 clarinets of that era will only have the Buffet logo on them. It was not until Buffet infroduced other models and bore styles (think: Vintage, Tosca, Prestige and Festival) that they began stamping R13 on the tuning barrels. I don't know if they similarly stamp the bells.
