Neither. You just hold the clarinet more vertically.
Daniel Bonade, Ralph McLane, Bernard Portnoy and Robert Marcellus had overbites.
David Weber, Alan Balter, Artie Shaw and Benny Goodman had underbites.

There is no rule. Just try several several until you find the right fit for you. It depends on how much strength you have in your bite and how much MP you take in your mouth as well as the angle you hold the clarinet. No one fits all rule here, as is in everything clarinet wise.
