I'm not sure I understand what you're asking about, but the only written F# in the cadenza (concert D#) is the first note of the group of 16th notes beginning on beat 4 of the cadenza. The other Fs (concert Ds) are natural.
The 2nd to the last note of the cadenza is a written A (which *is* concert F#), but there's be no reason to lower it a half-step.
Honestly, that doesn't seem to be especially ambiguous, so I suspect I've misunderstood your question. If that doesn't answer the question you meant to ask, try again with more.
Are you asking about the original for Clarinet in A or a band arrangement for Bb clarinet (I don't remember how the band version is transposed from the original orchestra version).

After the fermata, Ab, G, F#,G,B,D,
Then the note in question. High F
or F# taking the accidental from
the lower F# before it.
