It's just called a barrel ring.
Who is restoring it? If it's a repair tech, he will be able to get a replacement ring (probably scavenge it from another barrel he has lying around).
If you're doing it yourself, you may be able to get one from a shop - it shouldn't cost much if they charge you at all. You can probably get rings from a repair tool supplier like Feree's Tools (http://www.ferreestools.com). It would be best to get it locally from a repair shop where the tech can try different ones if necessary to find one that fits - it needs to be a very snug fit to be of any use.
Don't try to get by without replacing the ring. The tenon is thin and weak and can easily break when putting the mouthpiece in. The ring is used to reinforce the tenon in a very vulnerable area.

They're either specifically called socket rings or just rings, but the latter can easily be confused with the ring keys, so best call them socket rings.
If it's an old clarinet and you can't find any socket rings to match it, a new ring can be fabricated by turning it from solid nickel silver rod and copying the decorative turned design found on the other rings to make it match. And you're best making the internal diameter of the new socket ring a shade narrower than the outer diameter of the recess where the ring will fit onto so it keeps the socket in compression.

The Band Room repair site used to have barrel rings. Votaw has them for Jupiter and Selmer USA, at least. One can even buy an inexpensive plastic barrel on the internet auction site and take the rings from it, as I did in restoring a wonderful old Thibouville Lamy clarinet. In desperation, one can even make a ring from sheet nickel silver, silver soldering it together and perhaps turning the entire finished barrel on a lathe to give the rings an original look.
