Is there a protocol regarding when to use the forum versus the mailing list?

Not really. The mailing list tends to be a bit more deliberative than here, but since it is unmoderated there are occasionally long running spats. The bboard is a bit more "now" - you'll get an answer fast, but you have to spend more time considering the source.

But of course these are gross generalizations, Often I see the same question posted in both arenas.
