I have been trying to identify this myself and I think it's an E13 ?

Well, perhaps it is but maybe not. The K-series E&S clarinets identified in the Buffet serial number look-up (at least those numbered above 10??? are clearly forerunners of the current E13. Also, Carl Fischer (Buffet's U.S. distributor at the time) may have referred to the B-series E&S clarinets as "E13" in its catalogs (though their design has little, if anything, in common with the later Buffet-designated E13).
However, in past threads, Vytas Krass has posted some rather convincing evidence that the B-series E&S clarinets (actually any non-K-Series) were stencils made by Malerne, possibly for sale in the U.S. by Fischer. The primary evidence is: (1) that these instruments have keywork and design identical to Malerne instruments of the time coupled with the fact that Malerne did a lot of stenciling, (2) K-series E&S clarinets dating back to the 1930s based on their keywork.
