I recently bought a 1010 from a English symphony player and had the
clarinet overhauled.
I have the following problem with the Acton vent.
It seems to loosen after a few sessions and makes it difficult to
D (3rd line staff to F (4th line) .
I tried wrapping teflon tape on the adjusting screw.

1. take it back to the guy who "overhauled" it and ask him to fix.
If not feasible then there are several ways to firm up a loose adjusting screw depending on just how loose it is:
2. use thread locking compound (medium strength) if not too loose.
3. Put a thin filament(s) into the hole before reinserting the screw. I have used nylon thread, dental floss, cotton and othert materials in the past with success it just depends on the amount of slack which I choose.

As well as the adjusting screw, check the RH rings to be sure they're not sloppy on the rod screw allowing movement in all directions which they're very likely to be.
