Maybe he's content enough in Philadelphia that picking up stakes and moving is more than he wants to deal with unless something about the new situation is a real improvement. I don't have any idea why he backed out of Chicago. Was he formally offered the job in Berlin? It doesn't sound as though they've yet made an offer for him to turn down (or accept) in New York.
Also (this may sound naive), I don't know the personalities involved in Chicago or New York or how intra-orchestra relationships among the players might be involved, but in both Chicago and New York there is a long-time member of the section who has been playing associate principal who has competed for the principal position (and who probably has strong supporters within the orchestra). Could it be that RM wants to avoid that kind of potential conflict by staying in Philadelphia where he seems personally comfortable with the rest of the woodwind section?
Of course, we'll never know and in the end, I guess none of this is really anyone's business but RM's.
