No. Where did you hear about it?
To the best of my limited knowledge Arundo Donax (tall cane) grows wild in many places all over the world - including China. In some regions it's cultivated for musical instrument reeds and for making furniture and crafts.

I think this stuff comes from Sichuan province in the Panda protected areas.

The availability of Australian or Argentine cane may be greater.

I would also wonder about the quality control of any but tube cane coming out of the PRC.

Hoo boy! Shows what an innocent little hoax will do. Last April Fool's Day, I put up a joke posting about pandas eating bamboo and destroying our source of reeds -- kill all pandas was the motto.

No good deed goes unpunished. While arundo donax may and probably does grow in China, forget about the pandas.

Seriously, what would prevent the Chinese from making reeds from young bamboo? This stuff is tremendously prolific in the Sichuan highlands.

I know they're growing decent coffee on Hainan island, why not cane for reeds?
