Hello,
I am not sure if this topic has been covered in the past, but I am trying to survey 20th/21st composers who have written prominent works for the clarinet from around the globe. I am especially interested in composers from Asia, Africa and South America.
Your suggestions are very much appreciated!

Classical music doesn't have a hugely rich history in Africa. While clarinet music by African composers probably does exist, I can't name any, and certainly not any I'd consider prominent.
Heck, I think the word "prominent" limits you to maybe a few dozen works for clarinet in the past hundred years worldwide, the vast majority of which come from Europe or North America.

Osvaldo Golijov's The Dreams and Prayers of Isaac the Blind.
The piece was originally scored for clarinetist and string quartet, with the clarinetist performing on clarinet, basset horn, and bass clarinet at different times in the piece. It has since been rescored for clarinet and string orchestra.
Both Todd Palmer and David Krakauer have excellent recordings of the piece available, with the St Lawrence and Kronos SQs, respectively, and I believe Franklin Cohen has a recording of the Orchestral version in the works.
It is a major piece, by a major South American composer (Argentinian).

Sarabandeo by Arturo Márquez (Schirmer, I think) - México
Guastavino's Sonata, Tonada y Cueca and Rosita Iglesias - Argentina
Paquito De Rivera's pieces (Contradanza, Vals venezolano, recordered by many clarinetist, among others Alessandro Carbonare)
Solo clarinet:
Madrigal by Mario Lavista - México
Cinco bocetos by Roberto Sierra - Puerto Rico
Tres piezas by Blas Atehortúa - Colombia (do you know the Concerto for solo clarinet by Valentino Bucchi? Ever I hear one of them, think of the other one)
Clarinet Concertos:
One of Piazzolla, can't remember the tittle of the name - Argentina
Eduardo Gamboa's Concerto - México
Eugenio Toussaint's Concerto - México (best known as a jazzist, will premiere this piece next month with National Symphony in Mex)
And lots of good music for any chamber ensembles, mostly clarinet quintet with strings, quartets w/ violin-cello-piano or viola-cello-piano, clarinet-basson-piano trios and woodwind quintets: thanks for the commissions of prominents clarinetists as Luis Rossi (Chile-Argentina) and Luis Humberto Ramos (México) and bassoonist Wendy Holdaway (American, but living in México, member of Trio Neos and Mexico City Woodwind Quintet: google her for a big list of good works she has commisioned to major Latinamerican composers).
I don't know the Golijov, can't wait for hear it!
