Try this:

Bb - thumb, register key, 1st finger of left hand plus 1st finger of right hand.

Db - thumb, register key, fingers 2 & 3 of left hand plus fingers 1 & 2 of right hand.

Actually on the Bb that I mentioned above, you can keep both fingers 1 & 2 of the right hand down at all times. Then you only have to move the fingers of the left hand.

Also note that the clarinet must be properly adjusted or the pad on the upper joint might not close completely when pressing the rings on the lower joint. This will make the Bb difficult to impossible to play.

Another possibility:

Bb - Thumb, register key, 1st & 2nd fingers left hand, sliver key just below the 2nd finger of left hand.
Db - 1st finger right hand only. Embouchure plus the fact that you are going rapidly back and forth in this register keeps it from dropping to the lower register.

And yet another choice:

Bb - Thumb, register key, 1st finger left hand, 1st finger right hand
Db - Thumb, register key, 1st finger left hand, lowest trill key on right side of upper joint

And yet one more possibility:

Bb - Thumb, register key, 2nd & 3rd fingers on left hand, 1st & 2nd & 3rd fingers on left hand plus the left little finger on F/C lever.
Db - Thumb, register key, 2nd & 3rd fingers on left hand, 1st & 2nd fingers on right hand.

Note that in tremolos, the need for fingering compromises will often require you to choose fingerings that aren't as in tune as they are for normal fingerings. However since a tremolo is quick, tuning compromises generally will not be noticeable. You are after a "shimmering" effect any way. If your section is playing the tremolo together, you might want to all settle on the same choice of fingering for good results, especially if you are playing the same make and model of instrument.

Here's a finger-twister but stable and speaks well. Try the LEFT side clarion Bb fingering: thumb + register key + left index finger on top ring key/tone hole down + middle left finger down on second ring key/tone hole + left ring finger down on trill/swisher key. Keeping thumb and register keys down, lift all three left fingers together and simultaneously depress and depress the lowest two right side vent keys with your right-side index finger. The pitch on this alternate normally plays 2 to 3 cents sharp. To bring it down, maintain fingering and depress BOTH the Ab/Eb and middle-C/low-F right side lower joint cluster keys with your right pinkie. The new fingering is thumb + register key + right finger/right side two lowest vent keys open + right pinkie covering both right lower joint, top right side cluster keys. Now, lock in the pitch alternating between the standard altissimo (3rd register) Db/C# fingering. To play the tremolo, lift just the three left fingers and switching back and forth between the right vent keys. Depending on how fast the passage, exposed and in tune it must be you can probably get by with skipping the right pinkie altogether. It only lowers pitch by a penny on both my R-13 and Opus and all horns respond differently.

That tremolo is a tad unusual, sounds like you're playing a transcribed violin part/ orchestra/band transcription, contemporary work, and/or another sadistic composer or string player who doesn't know how to write for the clarinet. <:-))
