FWIW, I have over the past few years wandered among Traditional #5, V12 #4 and #4-1/2 and Rue Lepic #4. At various times I have found each useful. However, in general I have found V12 #4-1/2 harder blowing - stuffier - out of the box than either of the #4 models or the "Blue Box" #5s. I also find the #4s (both models) sometimes stuffier out of the box than many #5 Traditionals. (Also FWIW, I find V-12 #5s useless on the mouthpieces I use). It seems like an obvious guess that this is because the V-12 and Rue tips are thicker than the Traditionals, regardless of how stiff or flexible the cane itself is (which is supposedly how VD rates its reed strengths). Of course, to an extent all of this can be adjusted (with whatever tool you're most comfortable with).
