I still dont know if i made nyssma honor band yet, but i had a 98 on my all state solos, and would like to know something. If i dont make nyssma all state should i send in an application of nysbda honors band? would a 98 get in?

Dude, some advice... get yourself off the internet and into the practice room, or, better yet, into a chamber group. Find yourself some like-minded musicians and play some duets, trios, quartets. Get them to performance standard. Play wherever you can find an audience... outside the grocery store, in old folks' homes, when your parents have people over. It will do you a world more good than an honor band in the long run.

If you must keep on about honor bands, just look at it this way... Will anything BAD happen if you send an application to nysbda and are not accepted? If not, then yes, if you are not accepted to nyssma, and if nysbda is something you think you would like to do, then send an application in. End of story, and you can concern yourself with other things until you find out.

I say this knowing nothing about these ensembles, nor about your playing, nor about whether a 98 is any good... given the situation, I really don't think those are relevant to whether or not to send in an application.

Alex is absolutely right. The only thing that matters is that you play and develop your skills (and enjoy what you do).

All-State and other honor bands are nice to do, but they don't mean that much in the long term. Don't try to size yourself up based on an All-State score or ranking. No contest or judge has the final word on your playing ability. Just go for it.
