 Weber Concerto No 1 - available for solo+band?

The community band I play in is considering the Weber Concerto No 1. The clarinetist in question has played it with an orchestra. As the band librarian, I'm now searching for an arrangement for solo+concert band. I've searched the archives but without success (if I've missed a helpful thread I'd be grateful for a pointer!).

I've found Movements 1 and 3 published by Phoebus - for solo and "Chamber band", but they don't seem to do Movement 2.

1) Does anybody have views on the Phoebus movements (quality and instumentation)?
2) Is there any other source - preferably for the whole work?

Advice gratefully received...

A student of mine (HS) played it a couple of weeks ago with band. He did mvt 3 . I can check

I believe both Weber Concertos are out of print. I played the 1st mvt with the Michigan State University band back in 1971.

The last movement for sure (of #1) is in print as my student's director ordered the music and got it for his performance.

Maybe you've already checked this but, just in case, Southern Music Co.'s catalog shows the work with parts (arranged by Rogers) available for $85. The price suggests that this could be a single movement but the catalog simply says Concerto No. 1 and, with Southern, you never know.

Worth a phone call, if you haven't already checked.

Thanks for the pointer. Mark Rogers at Southern Music assures me it is complete, with all band parts except trombone and percussion.
I've also found an arrangement from Editions Robert Martin at http://www.edrmartin.com/ which seems to have the same instrumentation. The American arrangement is cheaper than the French one, but the French one has a PDF score sample.
Consultation with my MD and soloist....
