I have just bought new 35b Selmer Bass Clarinet from my local dealer.
NO mouthpiece, ligature, or even swab included.
I had to buy them separately.
Is this the way Selmer supply bass clarinets (as my dealer said) or I was simply cheated.
I have seen nothing about in the catalog.

I don't know whether Selmer normally includes the accessories with a sale, but I'd rather choose my own stuff anyway. Most mouthpieces included with instruments need to be replaced anyway, because they're just low-quality throw-ins (sort of like all that "freeware" software that comes bundled with a new computer). Guess the throw-in mpc is worth having as an emergency spare, but I wonder if dealers are ever willing to give a discount in return for *not* bundling in a cheap mouthpiece, flimsy ligature, "chamois cloth" swab that sticks on the register tube, etc..

I don't know about that particular model, but when I bought a Selmer 37 bass clarinet, it came with the sleazy mouthpiece, ligature, and cleaning cloth. It even came with a reed on the mouthpiece, but it was chipped. I wouldn't feel too cheated if I were you. I don't think you missed out on much.

I don't know the answer, but personally have not seen a new clarinet that did not include the accessories you mentioned. It isn't a question of "cheating" you, since the conditions of the sale were made clear, and you agreed to them.
This reminds me of a practice I've encountered in photography. A camera with interchangeable lenses is often sold in separate pieces, but a battery will normally be included with the body and a lens case may be included with a telephoto lens. Sometimes a dealer will remove such items that are normally included, and try to sell them to you separately. It could be a way for the dealer to quote a lower price for the basic item, or it could just be a way to increase profit. You really have no choice but to buy the accessories from the dealer, since substitutes purchased elsewhere would not be authentic.
If you don't agree, an alternative is to look elsewhere for a dealer who does not follow that practice.

Actually I think they are supposed to give you a Selmer C* Mouthpeice (which is basically standard), with a ligature and cap at least. Usually they have a neckstrap, and cork grease too. Some even give you a reed.
