The latches on the r-13 buffet cases that pop open -- I have one that keeps
popping open on its' own. Any way to fix that?

Precisely the reason to abandon the over priced Buffet case and substitute for a less expensive case with zippered closures.

I've seen too many students' clarinets tumble out of a case with a faulty latch system. The repair costs could be substantial.

The cost of a new case is a small price to pay for the safety of your clarinets.

There is no law that says Buffet clarinets have to be housed in a Buffet case.

Is this the case that locks when upright (sometimes)

If so, use key oil on the mechanism of the latch so the gravity catch works smoothly.

And then still carry it with a couple of fingers on the lid just in case....

Military surplus stores sell short, adjustable web straps with click-latches, or you can buy the latch and a length of web strap at any fabric store, and make a custom strap to fit around the case (the short way, with the strap running under the handle so the strap can't slide off). Wrapping a web strap snugly around a case with iffy latches can save a world of grief. Even if I trust the latches under normal circumstances, I add a web strap when travelling with an instrument.

You could always purchase an insulating case cover the zippers closed. You could try a Cavalaro, or Alteiri. You can find them both here:

This is the cheapest price I've found. I recently purchased a double Cavalaro case cover for my set of Buffets.

The zippered case cover will hold the latches shut and keep it from opening while providing insulation and some extra storage.

take it to a friendly tech to look at, it could be just a tweak with a pair of thin nose pliers is needed.
If in doubt a strap around the case is a good idea, in the UK I can pick up a leather belt from a charity shop (do you have those?) for about one dollar.
