which one is better Yamaha YCL250 or Buffet B12 ???

i don't think you are likely to get a clear cut answer on which is better.
i suggest you use the search button to find out as much as you can about each. Thats what I did when i bought a new horn.. You also learn a lot in the process.
consider looking into these, too:
Vito 40
Forte
Lyrique / used TR147
These are in the beginner horn price range and get some positive chatter on the boards. don't discount used horns, either.
also, no matter what horn you end up with, you'll want to get a better mouthpiece to replace what came with it.

Both are among the better student clarinets. They are frequently recommended here, and you can't go wrong with either one.
I hope you have a teacher. Can he or she guide you on a choice?
If you haven't played much, it may be difficult for you to discern a difference between the two. I've tried them both and preferred the Yamaha, which I own. It plays in tune, has a very nice, rich sound and wonderful key work. It feels good in my hands.
For what it's worth, my teacher recommends the Yamaha to new students because of its tuning and reliability. You'll save some money if you can buy a used 250 in good shape or the slightly older model, the YCL 20.
