 Why are V12s softer than regulars?

If Vandoren V12s are cut from thicker blanks than the regulars, why are they softer than the regular Vandorens? I would have thought that they would be harder.

for the same reed number, the V12 is indeed softer. In fact half a value softer. So for example, a number 4 V12 is as hard as a number 3.5 regulars

One theory is that the cane is more dense, thus harder, closer to the bark. With a thicker blank, the tip area may be cut from a softer part of the cane.
