The RC is somewhat less polycylindrical. The sound, I believe, is very similar. By polycylindrical one means that the diamater of the bore changes along its length in a carefully stepped fashion. The RC was developed later than the R13 by Jacques Lancelot and Robert Carree, and is tuned slightly differently -- 442 vs 440. The two instruments sell for the same here in France, so I guess their quality is equivalent.

I play an RC, when choosing it I prefered the sound to the R13's that I tried out.
I think the RC is more popular in the UK than America, try a couple out, it's all down to personal choice!

I believe that both that RC and the R13 are available in both 442 Hz (European standard) and 440 Hz (American standard).

If the latest brochures by buffet are correct the RC is availlable in both 440 and 442 pitch while the R-13 is only availlable in 440.

I had a RC Prestige. Its big difference from other Buffets is the bell joint shape. It is rectangular. Like Saxophone mouthpiece throat. I think this makes the structure of harmonics quite different. I disliked it.

I use an RC Prestige and have been very happy with it. My previous pair were R13 but a found the sound too focused around the middle harmonics. The RC has a more "spread" sound. I find I have to use a fairly resistant set-up to avoid the sound becoming too bright. This means some major reed adjustment to give the clarity of articulation I desire. All models of Clarinet seem to involve compromises and adjustments.Most professional models seem good to me.

I recently was asking the same question to Fred Weiner (New York instrument supplier and clarinet specialist) because I'm in the market for a new horn. Indeed the RC is considered brighter and more free blowing than the R13. It is much more popular in Europe than here in the US were a somewhat darker sound is more sought after. I choose not try one out because I was looking for an instrument with an even darker tone and with more resistance than the R13.

Chris and TIm correctly expressed what I felt on RC. I prefer focused and a little darker tone than RC. But where this difference come from? Robert Carret's idea of recutangular bore joint is one. Buffet calls their bore design 'polycylindrical'. R-13's bore might be somewhat different from RC. Its reverse taper might be larger down to foot joint.
Rossi clarinet has three bores:French,American,and English.
I do not the detail of each but R13=American bore,and RC=French bore. (Then what is English bore?) I would ask Rossi's Japanese dealer(he himself plays clarinet).
