just wondering what the consensus is:
what is the most effective (best) edition of the Weber first Concerto?

I use and recommend the Robert Lienau (Berlin) edition -- now sadly long out of print, even though Peters Edition is the successor to Lienau. It is, of course, echt Baermann -- seems to be the edition used by my favorite recordings of this music: Jon Manasse and Sabine Meyer. I haven't seen the Henle yet, but if their alternative part is similar to Lienau's Baermann edit, it would be great.
Unlike the Tchaikowsky Piano Concerto #1 and Brahms' Violin Concerto, where the dedicatees tried to get the composers to simplify the technical demands of the music, Baermann apparently found the Weber original too bland, and succeeded admirably IMHO in spicing it up. With the composer's blessing!
