Tough call. No one in my band has an R13 nor a Tosca. (They do have RCs, though while I am the odd man out with my Marigaux)
Clarinet + Barrel + Mouthpiece + Reed + Player = Sound
You need a quality instrument that fits your hands like a glove, a mouthpiece/reed that fits your snout like a, uhm, wellyouknowwhatImean.
I tend to believe you sound best on a horn you can play subconsciously and half drunk. No one will notice the 10cents flat C#.
Choose your horn blindfolded.

yeah thanks once i get the instument ill have to work on a barrel, mouthpiece, ligature, and reeds to fit it.

I have an R13 prestige and it's a great horn... But I have been fortunate enough to play a friends tosca and it is amazing. I would go with the tosca all the way if I could afford it. I feel like the prestige is more focused and the keywork is so smooth that's my vote anyway. I say try to find a way to play them both then decide for yourself. The tosca is pretty pricey.

I think both these models (in general) are excellent. I don't know if anyone can really tell you much about their sound etc. online, but one technical that you should notice is the keys. From what I remember the Tosca has the most different keys from all professional Buffet models, which might be a factor for you (or not). Just something to consider when choosing. Can you try them with your teacher (if you have one)? That's the best suggestion I can think of.
