La Couture is a small town outside Paris. It was the birthplace of the French woodwind industry and was the centre of clarinet manufacture for many years. All the major French makers had workshops or factories there and some still do. I think Leblanc are still based there. There is a museum of woodwind instruments.
Don is probably right about the name "Couture" being used on clarinets by unknown makers. It has even been used on instruments which are stamped "Made in England"!
