 Buffet R13 made in 1989

I'm thinking about buying a R13 that was made in 1989. Was that a good year for Buffet R13 clarinets? Also, has anything been improved or changed on R13 since 1989?

Clarinets are highly variable. Differences occur in the bore shape, tone hole placement and undercutting, aging (maybe) and the mechanism adjustments. Problems with set-up can be cured by a competent technician. The other problems can be cured by a rare individual.

These variables override the instrument's birth date in determining whether or not a given instrument is first rate, second rate or a disaster.

Play the horn; compare it to alternatives and decide on that particular instrument's own merits.

Phillips said it well. Try many before buying. Applies to all makes and models.

You might also consider getting the horn to someone who can measure the bore accurately. After 20 years the bore has perhaps expanded at least a little. This could lead to intonation problems. It also depends on how much the horn has been played over the years.

How well has this clarinet been maintained?

Some clarinets from 20 years ago can be in much better condition than some made 5 years ago depending on how well they've been looked after by the player.
