You can try Steve Fox in Canada. Also you can try contacting a tarogato player who might know (maybe try Peter Brotzman, I know a few others but forgot the names right now).

Hello,
as far as I remember, one of the two Hammerschmidt companies in germany (there is another Hammerschmidt company in austria) builds one type of tarogato. It's »Karl Hammerschmidt«.
(The same information I got on the german wikipedia page)
