I think you are very correct in thinking the eighth note should equal 189 at circle 10. I pulled out my very old copy which I used in 1957 at Northwestern University and found that Leduc in its 1949 printing started out with an obvious mistake at #10 by printing dotted eighth note equals 189! It would seem someone at the printing house saw that as a mistake and "corrected" it by changing it to dotted quarter equals 189. And yes, two wrongs do not make a right! The obvious correction should have been to remove the dot by the eighth note in the original printing. It was and remains a great piece.
