I recently got a new clarinet. 2 weeks recent. I was running through some scales, G in particular, and realized that whenever I play E/D/C or B/A/G that my clarinet makes a "chirp." I've also noticed it in the altissimo registers whenever I play in Jazz Band. I looked at a pad on the upper joint bisk key and noticed that the little sealant or whatever is on the pad is damaged. Is this whats causing the problem? Or is it a leak? Either way I need to know soon because my plastic clarinet is in the shop for a missing pad, and my other wooden clarinet I have loaned.

Yup, it's the pad between LH 1 and 2. It needs to be replaced.

Chirps are often caused by a reed that's too thin at one or both of the corners. Try moving the reed up a tiny amount on the mouthpiece (1/2 mm. or less) to make sure it's sealing.
Also check the corners of your mouthpiece. The spot where the tip meets the rail is often very narrow, particularly on hand-finished mouthpieces. It's easy to bump the corner against the stand and open up that small angle. Usually, this means buying a new mouthpiece.

Test the joint for leaks. heres how you do it. place the upper joint on your knee, cover the tone holes, and blow in through the other side. if you hear air coming through the pads (use your hand to find which pad is leaking) then you know you've found the culprit. if that doesn't solve your problem, it could very well be a reed issue.

i think i know what it is. i went from a tip opening of 1.05mm to 1.20mm. I havent fully adjusted yet to the mouthpiece. i need the 1.20mm for jazz band mainly.
