My grandfather is looking to buy me a high end clarinet for classical playing. I am debating between the Buffet R-13 Prestige + RC Prestige (is there a noticeable difference?), the Leblanc Opus, and the Selmer Series 6. These are all premium clarinets and I was wondering what people think. I am looking for a very focused and clear tone. Also, would a more closed mouthpiece with stiffer reeds help create that sound?

(a thought)....
The instrument, the horn-mouthpiece-reed setup etc., do nothing to create the sound you want. You do.
It may be easier for you to achieve it with a quality instrument though.

How old you are. I would make sure I have tried different mouthpieces before spending big bucks for a horn, unless your technique warrants getting a good horn. Get a mouthpiece that will give you the sound you want. The instrument you choose will enhance what you and your mouthpiece/reeds give you. What do you play now?

All I have to say is, if your grandfather will pay for a high class horn, go for it! When I started, if I could have afforded one *man, if I could afford one NOW!* I would've gone for the gold...uhhh..I mean pro models.

General info:
R-13 is mainly for American market, whereas RC is for European market(including Japan).
Selmer Series 6: I think you mean Series 10II.
I personally owned RC Prestige and now owns Selmer 10SII,I consider Selmer's sound is more focused and compact.(Just my feeling)
Yes,mouthpiece and barrel have very much effects on the sounds. But judgement needs very much experience.
If I have a rich grandfather, I might ask him to purchase as a gift to me a customized clarinet with a special mouthpiece and a special barrel and specially adjusted clarinet: one example is Brannenized Buffet specially selected by Greg Smith or 'Total Clarinet' by Tom Ridenour.

This is a silly statement. Some people don't even like them. A person should try out a variety of quality instruments and make their own selection. Personal testing is the method most likely to result in satisfaction.
If some one were to give me an R-13, I would immediately sell it and get a Leblanc. But that is my own personal preference. Should I play an R-13 to please you? I think not.
