My college band is having this solo contest thing coming up, and I was just wondering if there is a piece soloing the bass or contrabass. It'd have to be with a full band. If you know of any, let me know. Our band director is very willing to buy and/or rent any music needed.
Edit: Or possibly even two bass clarinets or something....

Pretty limited repertoire. Off the top of my head, I don't know any solos specifically for contra and band.
As far as bass clarinet and band is concerned, here are two works from Oliver Seely's site:

Misha Elman, "Eïlï Eïli," for Bb Bass Clarinet and Band
David Popper, "Serenade" for Bb Bass Clarinet and Band
(While, there is a mirror of Oliver's site in the "Music and Midi" section here on woodwind.org with a link to the original, these two particular works are not on the mirror.)
Both works are available in full score in an older format Finale file. If you have that version (or a newer version) of Finale, you can extract all the parts from the score and print them.
Another possibility would be to do one of the Mendelssohn Concertpieces with a soprano clarinet on the first part and a bass clarinet on the second part. For the clarinet parts, you can use the International version for two clarinets and piano. Southern Music has a band version of the accompaniment, at least for the second concertpiece.
You might also look at solos for tenor sax and band. Since the bass clarinet pretty much brackets the tenor sax's range, these should work if you find one you like.

Look for : Spotlights on the Bass clarinet' by Jan Hadermann (a Belgian composer living very close to my place).
It' s a great pice of music (scored for bass and wind band) and I've seen it listed on all kinds of international music shops.

Back when I was a youngster (early 1960's), I did the Mozart "Bassoon Concerto" (first and last movements) in a version that had both piano and concert band instrumentation available. (I only did it with the piano.) It might still be available, but I don't recall the publisher.
The good features were that the range is pretty much that of the bass clarinet, and the articulations were all easy enough to manage. (Some of the octave jumps in the first movement were a bit hard to choke out on the horn that I was using at the time, while on a linked register key horn they "pop" out much easier.)
The main bad feature was that second movement; gag me with a spoon. Slow and drawn out, it just doesn't "sing" on the bass clarinet like it does on the fag. But, you could always do just the first or last one.
The key was a bit more than one would hope for (it was in the actual key, rather than being dropped into C, F or G for the Bb bass clarinet). The cadenza in the first movement ranged up to altissimo A, so you might want to do a little surgery there, but otherwise it was straight 18th Century classical stuff

There is also a beautiful duo solo for Clarinet en Bass from the dutch Carl Wittrock called 'SYMPHONIC SKETCHES FOR CLARINET AND BASS CLARINET' and wind band.

If you go to Cornelius Boots' website, you can hear him performing part of the Mozart Bassoon Concerto on bass clarinet with (I assume) the Indiana University Clarinet Choir.

I don't know if this'll help much, but my high school band (which plays as well as some college bands) played March of the Belgian Paratroopers (except the real title was in Belgian- I don't remember it), which had some short solos accompainied by the piccolo on the second repeat. It was very cute.
