OK, I can figure out what Cl in Bb and A means but what is 2+1,2,2,2/4231?

OK, it shows that clarinets in Bb and A are transposed, what was the key for the original clarinet part?

If I remember correctly, movements 1,2 and 3 are for Bb clarinet and the 4th movement is for A clarinet...GBK

The first three movements are for Bb clarinet. The last movement begins on Bb but changes to A for measures 45-end.
I think the note about transpositions is actually to indicate that, in addition to the original parts, Luck's will also provide transposed parts so that the entire piece can be played on Bb clarinet. (On this work, they also provide similar transposed parts for trumpet and trombone.) This is a courtesy for clarinetists who don't own A (or, in some cases, C) clarinets (and probably saves the publisher from having the original parts defaced with transpositions). These transposed parts are becoming more and more common, particularly for the public domain "potboilers" that community orchestras are likely to play.
I'm treasurer for a community orchestra that frequently rents music from Kalmus and just about every invoice I see from them comes with a flyer that lists works thay have recently added to those that come with transpositions.
