Tango by Roberto Siri and Luis Sirimarco, published by Ricordi in Buenos Aires.
Not strictly South American but in the mood -- tango by Albeniz.

Daniel Wolff (Brazilian), "Concerto," also some shorter works for clarinet solo.
An mp3 recording of the concerto by Gary Dranch has circulated the internet. Unless recently published, the works are available directly from the composer. Google his name to find his website. Not too difficult.
Jack Delano (Puerto Rican), "Sonata in a," originally for viola and piano but transcribed by (I think) a friend of the composer.
The beautiful second movement has been recorded by Gerry Errante and is on his "Beyond Noend" CD. Should be available from Luyben Music. Not too difficult.
Roberto Sierra (Puerto Rican), "Cinco Bocetos" for clarinet solo.
Recorded by Kathleen Jones (CRI) and Bill Helmers (also CRI, along with other works for clarinet and various chamber ensembles)
Miguel del Aguila (born in Uruguay but in the US since he was 21), "Concerto."
Recorded by Wenzel Fuchs on Albany Records
Carlos Guastavino (Argentinian), "Sonata," also "Tonada y Cueca" both for clarinet and piano.
Recorded by Luis Rossi on his own label.
Except for the Wolff, the other works are listed in Luyben Music's catalog.

I second the Piazzolla. I Recently played "Bordello 1900" from that work for a recital and it was a real crowd-pleaser.
I got the idea by listening to Luis Rossi play it (he of one-piece clarinet fame). He has a number of CD's out featuring Latin American composers.

I've just seen this question on South American Literature posted on the internet. I commissioned the clarinet concerto from Brazilian composer Daniel Wolff in 1999 to be in the Brazilian style. I recorded the concerto (with strings) in Brazil in 2000, and the recording was released in the MSR label under the title "The 20th Century Clarinet Concerto" (2006). Regards, Gary Dranch.
