I would bet that you have an embouchure leak. This is very common to clarinetists of all levels as far as my experiences can tell me. I would bet on this because you said you have had this problem with two mouthpieces. Did you buy this mouthpiece from your teacher or from a music store? It may be worth it to have it looked at. I play on a B45 and have excellent response and tone. I'm not sure what the others on this board have to say about this, but I would bet it's been touched upon before so you may get an answer that sounds like "do a search" or something like that. Good luck. I used to have a leaky embouchure but have since corrected this.
