I know there are versions for clarinet and piano plus clarinet and orchestra. Does anyone know if there is a band transcription as well?

I know a clarinetist, Chris Raifsnider, from the Navy Band out of Washington, DC that played it with them. As I recall their staff arranger had to arrange it as there was no published version. Maybe you can acquire it from them somehow.

I see in the Southern Music catalog that they publish
a band arrangement by Odom that is available by
rental. I've not heard this version.

The thought of this delicious score being played on a military band almost gives me makes me cry (however ... if played by a pro band [navy] then I guess it'd be ok)

Yes, there is a score out there written for full orchestra. It is pretty amazing... you can hear it on any of Debussy's CD's.
