Have any of you who have students who move the jaw while tonguing have them not only stretch the chin more, but have them use a firmer lower lip on the reed? I have noticed that with every student I've taught who the jaw movement problem occurred in the last few years I've been teaching, having them firm up their lower lip stops the problem.
Just a little tip I'd share...

My instructor had me fix that a while back. It seemed to work (she had me firm up my whole embouchure, sounds really good now!!)

Do you also ask them to flatten their chin and pull down, away from the lip/reed contact?
