 Penzel Mueller Artist Eb In Bits...

I know of a Penzel Mueller Artist Eb clarinet (Boehm syst.) that has several important keys missing, and an ebonite B&H Imperial bell. But I did notice the barrel has solid silver rings on it (they're stamped 'Sterling Silver') - is it worth the time and effort restoring or not worth bothering about?

And were these made in the US or in France by Malerne (as I've seen several Malerne made instruments bearing the word 'Artist' even if they're stamped Louis, Lafleur, Lucerne, etc)?
