I tested a Tosca at last year's clarinetfest and found it excellent, although the Prestige seemed to suit me better for some reason. But these were first impressions and a five minute test is not an adequate basis for an important buying decision. At the same time, I tested an R13 that had not been properly adjusted so that unfortunately (and no doubt uncharacteristically) it didn't play well.
Overpriced? Not if it's the right instrument for you. Take the price difference, divide it by the number of years you expect to own it, and the annual additional cost of ownership might not seem that great. The big mistake, IMO, would be to buy a lesser instrument than what you really want and regret it for the next X years.
