I have one as a spare clarinet. I'd consider it an intermediate instrument in today's way of thinking.

John,
Last year I restored and sold a Couesnon "Monopole" clarinet. I believe it was of 1950's vintage. It was well made, the wood was beautiful, and it played well. My only gripe about it was that the intonation between registers wasn't quite perfect (individual out-of-tune notes can be fixed fairly readily, but discrepancies between entire registers are harder to deal with). I'd agree with Mark that it could be considered a decent intermediate-to-advanced instrument.
