Anyone recommendations as to who is the best at refurbishing vintage Clarinets in the UK?

Try Windcraft: www.windcraft.co.uk They did a good refurb job on a 1924 Conn alto sax for me

He is referenced under Repair Services on Victoria Soames web site. Indicated there is a brief recap of what his overhaul consists of and UK pricing. Soames is a renown UK clarinetist. To reach her web site, type her name in Google .
