 Mouthpiece and barrel

Hi

I have an old Vito Eb clarinet. The new B40 mouthpiece improved it a lot but I'm wondering if buying a Scott derlin barrel would help more, or is it not worth it for such a bad clarinet.

Here is my second question.
About 2 years ago I lent this Eb clarinet (mentioned above). The kid accidently broke the mouthpiece, so they bought me a new B40 mouthpiece. The mouthpiece is good but something is weird. The old ligature that worked just fine with the old mouthpiece is not even close to fitting the B40. A week ago I bought a Vandoren ligature so it must fit the Vandoren mouthpiece, but it fits just barely. I also need to put the ligature way below the ligature line to fit the reeds I use.
I'm wondering if there are differences between the same models if they come from different countries. The new B40 they got is from Germany, but the ligature is from the USA. Is it possible that the B40s (or any mouthpiece model) in germany are different than the ones in the USA? On the Bb the Vandoren ligature fits the Vandoren mouthpiece just fine.
