me and my rhythm issues! just a quickie- i have a piece that switches off between 3/4 and 3/8- should I practice it giving the quarter note the beat, thus making the 3/8 get one beat (I think...?) or the eighth note getting the beat?

Give the 3/8 one extra-long beat. Practice with a metronome on 8ths until you're comfortable with it.
Better yet, get it in your head without the clarinet first. First, count out the meter (e.g. 1 and 2 and 3 and 1 2 3 1 and 2 and 3 and 1 2 3, etc.; then do it as 1 . 2 . 3 . 1 2 3, etc.). Once you're comfortable with that, hum/speak the rhythm you have to play. THEN, play it on the clarinet. This way, you don't have to worry about fingers and air as well if you're having trouble with the rhythm.

Note: In this post - each character is an 8th note when counting. Ovbiously, it helps if you read those parts aloud.
I play mixed meter all the time - this is not the last time you'll see it if music is your life.
I and most of my colleagues count mixed meter as a 2/8 "beat" being "12" and a 3/8 beat being "123". So 7/8 in 2+2+3 would be |1212123|. And 8/8 in 3+3+2 would be |12312312|.
For normal meters (4/4,3/4,6/8) I count it in the normal maner.
So for 3/4|3/8|3/4|3/8 I would count it as:
(with each character being an eigth note).
1-2-3-|123|1-2-3|123
However if it were 12/8 with three beats of two and one beat of three (2+2+2+3) per measure I would count it:
121212123|121212123
Note: its helpful to bob your head in time for the 3/8 beats, and lean in to them a little when you play (I mean this literally).)
Finally, mixed meter is not as hard as you think it is. Once you get used to it you'll be able to sight read it with no problem. All it ever is is a mixture of 2's and 3's. The notation isn't always as clean as you'd like, though.
