 Slightly peeled membrane on pad

I have a slightly peeled membrane on one of my pads and makes very dificult if not impossible to play that note. My question is, do I need to change the whole pad or can I try to glue the membrane with glue. If it can be glued can you suggest the type of glue that will do the job.
